This is an AU X-Men: Evolution board. It takes place about five years after Apocalypse.
Following the incident with Apocalypse, anti-mutant sentiment grew to epidemic proportions around the globe. Culminating in the eventual genocide of mutants in several third world countries and Magneto's destruction of the UN building during the general assembly.
The world's governments turned to S.H.I.E.L.D. to help with the problem because of its international status. Since, S.H.I.E.L.D. has been charged with keeping the peace between humans and mutants as well as starting a police force of super-humans specifically created by them, based on Captain America.
